The current EU-Turkey Bilateral Preferential Trade Framework (BPTF) is built upon three instruments: the Customs Union (CU), the Coal and Steel Agreement (CSA), and the Agricultural and Fishery Trade Regime (AFTR).

In its 2016 “Study of the EU-Turkey Bilateral Preferential Trade Framework, Including the Customs Union, and an Assessment of Its Possible Enhancement”, the European Commission assessed the benefits of the trade liberalization induced by the BPTF and from its possible modernisation.

However, to date, the Commission has not assessed the actual impact and costs of unwinding the EU-Turkey BPTF.

In December 2020, the European Council invited the High Representative and Commission to submit a report by March 2021 on the state of play of the EU-Turkey political, economic, and trade relations.

In light of the above,

1. What actions is the Commission currently undertaking to address this request by the European Council?

2. When will this report be made available to the European Parliament?

3. Will it include the exact impact and cost of suspending each of the BPTF’s instruments for each of Turkey, the EU, and Member States?
