Atividade Parlamentar Parliamentary meeting on industry participation in Horizon 2020

Maria da Graça Carvalho attended the Parliamentary dinner discussion on industry participation in Horizon 2020 and on the expected impact of proposed ITRE amendments.

The debate took place in the Member Salon of the European Parliament between 19.00 and 21.30 and was co-organized by MEP Kent Johansson and DIGITALEUROPE.

The European Parliament and in particular the Committee on Industry, Research and Energy is currently shaping Horizon 2020 - the EU Framework Programme for Research and Innovation (2014-2020), including the proposed regulation on Rules for Participation which is crucial to secure increased industry participation in projects during the next funding period.

High-level industry and ICT experts assessed how groups of ITRE amendments for key issues, such as open access to research results, Intellectual Property Rights and international cooperation would affect industry participation in Horizon 2020.

The introduction was made by John Higgins, DIGITALEUROPE Director General and the welcome speech and state of negotiations by Kent Johansson, MEP, shadow rapporteur.

The issues under discussion were:

  • Open access to research results by Jan van Den Biesenm, Vice President Public R&D Programs - Philips Research
  • Intellectual property, ownership and access rights by Anne de Moor, Legal Counsel - Alcatel-Lucent
  • International cooperation and reciprocity by David Soldani, VP Huawei European Research Center

Magnus Madfors, Director, R&D Policy - Ericsson & Chairman of R&D WG DIGITALEUROPE made the conclusions of the meeting.
